Electro has posted necessary files on the Russian thread (/smf/index.php/topic,1378.0.html) for this game. Unfortunately, executable (as usual) is protected. Is there somebody who can provide non-protected exe?

i kind of tracked the russian thread and progress on this game, someone seems to have posted the right exe now anyway: there are two versions of this game one from korea ( Special Force 2 ) and than there is the chinese version called Tornado Force, i am not sure if there are any differences between those in the package format, guess i will try out and see, oh and btw the chinese version comes with a probably unstripped exe which weights 50 mb and includes editor ;D which is useless without uncooked files, maybe you want that exe for research, gotta check first if it has thermida.

Special Force 2 is fully supported now. Files for reversing were posted on the Russian thread (/smf/index.php/topic,1378.0.html).
