I heard from from a friend that UE Viewer can mod Medal of Honor 2010's single-player. I just have a few questions.

1. Is this true(if so, then where to do I download UE Viewer).

2. I'm looking to make the following mods to Medal of Honor
-Retexturing the US Army Rangers' ACU camouflage uniforms to their 2001 era DCU uniforms.
-Getting rid of "standard military" models of AFO Neptune and replace them with their Afghan Garments from the first few missions.
-Tweaking the weapons, such as adding a suppressor to the player's M4 in the final mission of the game (making an M4/M203/ACOG/Suppressor).
To put it simply, can UE Viewer do all those things? If so, is there for a tutorial for modding Medal of Honor 2010 specifically, or are the rules pretty much the same for all UE Viewer games?

3. Can UE Viewer do things like create maps from scratch?

Any commentary would be helpful.
