UE4 source code related to ~mod modding approach.

Almost every game built with ue4 support using the ~mod folder to put modded pak files for extra game contents.
I want to know more detail of why this is true.
Is this unreal default behavior or a unreal game developer convention.
The detail of .pak file loading order and .uasset overriding rule.
Best if someone could show me the soure file corresponding to it.
