I've tried this upk with different command
umodel -export rif_m4a1.upk
umodel -export -noanim rif_m4a1.upk
umodel -export -md5 rif_m4a1.upk

the error is:

Package version 904 is too new for umodel. What's the game?

My friend gave me this file... and the whole client
He said that the game = SF2
A FPS Game...

These dlls are just a third-party libraries used by UE3.
If I understand you correctly, your friend gave you a files from the game which is under development. Am I right?

Totally I don't know... why he want to export those models

Besides this game... no game is using version 904?

Currently maximal supported version is 832 - that's June 2011 UDK code. Latest UDK versions are not yet supported, they have changed SkeletalMesh code (check the logs - umodel were crashed there: "USkeletalMesh::SerializeSkelMesh3"). Look for future updates, most probably this issue will be fixed with updated UDK support.
