I'm not able to download a few Gigs of upks just to look at any one file. Also I wonder why did you include full DirectX distribution (100Mb) into your "Binaries" archive?  
By the way I see encrypted ini files, so I suppose packages will be encrypted too.

and it means this game's resources are can't be extracted?

and, can you suggest file hosting service? my cloud is not really good for oversea purpose.

Wait for release of this game at least to open beta test stage, prepare archive with a few game files (50Mb at most) and post it here - I'll take a look. Today is too early.
