UE Viewer build 1128 - oodle decompression

With this build I've added oodle support via one open-source tool. I've changed it a bit to make compatible with gcc and for being able to use it as a library.

It's licensed under GPL, so I'm only providing binaries but not the source, and I'm expecting one day to ask for removal of its support because
1. all other open-source oodle libraries were DMCA'ed (google says that)
2. author of the tool may request to remove it because of license (GPL is not compatible with anything else).

This is potentially huge! Batman Arkham Origins Online, Mortal Kombat 11, Injustice 2 come to mind right away. Newer games also use oodle.
