... I'm surely not going to dig into how the game is actually doing it.
OK ... If you can - at least - tell me the structure of SM? According to you it's something like this in (reading) order:

Position (12)
Normal  (4?)
U         (2?)
V         (2?)

Thx.

@VendorX: I've parsed it in exactly the same way as explained in this post above, including order. Not sure which component of three packed normals should be used though, or if it should be somehow restored as well.

So you've implemented SM support, but you have no idea how - I see ... you know what? forget it.

@VendorX: Apparently you have even less idea what you're actually doing (if any) or asking about, considering that you don't understand even such basic things as explained in the topic.

I thought that we have some kind of discussion here about possible interpretations of data - for example, why there are three FPackedNormal here, which is more UE3 like, or how scaling may actually work, like missing BoundingBox on parsing - but it seems you just wanted a perfect solution for your own purposes without providing your own results. As I see now, it's quite pointless to share any kind of findings or possible ways to interpret data with you, thus the topic is locked now.

If someone want to submit umodel related issues for the game, there is another topic for this and other Splinter Cell games.
