I was stupid, I did actually calculate the tangents, but didnt applied them, so they were all zero!! Also for all the possible combination of flipping xyzw, or swap the tangents, or simply swap culling, I added checkboxes until I find the right combination or another bug. I mean here play normal/specmaps(textures), flipped Y signs and lots of hard math a role, so this will need alot testing. But as I applied the calculation, it looks alot better than before:
