The file is correct. Also, it is not possible to decompress the file incorrectly - compression library will signal an error.

I have successfully loaded the mesh into the SkelEdit program (available on this site), simply mapped all mesh sections to the main character material (Sonya_Diff), preliminarily removed the alpha channel of this texture (simply converted tga to bmp).

I can see a screenshot without the textures, only mesh (not reflection mesh)? May be I'am very stupidly or the only problem I have?

Sorry, I do not understand you. Which screenshot? What is a "reflection mesh"?

Model without problem with polygons? Left leg, breast?
After extract with "umodel.exe -export -noanim CHAR_Sonya.xxx" in CHAR_Sonya\SkeletalMesh\
KissOfDeath_Dummy.psk
Reflection.psk
Sonya.psk

If look Reflection.psk - no problem with textrues and polygons.
If look Sonya.psk - some problem with polygons and textures (not critical, but polygons...)
May be create new post on Russian forum?

The "problems with polygons" I think is just a special polygons for ragged clothes (variation of the pain skin). It's just my opinion, I have never seen that game. Simply place a transparent material there or remove the whole polygon.
I have assigned main mesh material for all untextured parts and it fits well for that places. You should do the same, plus remove "extra" polygons.
